Tottenham Hotspur are reportedly closing in on Savinho after identifying the Manchester City winger as Roberto De Zerbi’s priority attacking signing.
The deal has moved slowly despite Spurs completing much of their background work early in the window. Reports claim Savinho has already approved a move and agreed the outline of a long-term contract.
Manchester City’s position has caused the delay. The Premier League champions want another winger before allowing the Brazil international to leave, while negotiations over the final fee have continued.
Mail Sport now claims City are closing a sale worth around £65million and that Tottenham “will sign Savinho”. However, neither club has officially announced an agreement.
Tottenham have already convinced Savinho
Tottenham opened talks with City in June over a package worth around £60m. ESPN reported that negotiations were advancing, with Spurs attempting to revive the move City blocked last summer.
Personal terms are reportedly in place on a five-year contract until 2031. Some reports also suggest the agreement may include an option for a further season.
Savinho’s position has given Tottenham encouragement. The 22-year-old wants regular starts after beginning only seven Premier League matches last season.
Fabrizio Romano has repeatedly described the Brazilian as Tottenham’s overwhelming attacking priority. As Read Tottenham reported earlier this week, Romano said Savinho was the club’s target “number one, two and three”.
Spurs have explored other attackers, but no alternative has replaced Savinho at the top of their shortlist. De Zerbi wants a left-footed winger who can carry the ball, beat defenders and operate from either flank.
Manchester City hold the final key
City’s own recruitment plans remain central to the transfer. Enzo Maresca is willing to let Savinho leave, but the club do not want to weaken their wide options before securing a replacement.
Iliman Ndiaye and Paris Saint-Germain teenager Ibrahim Mbaye have appeared among the players under consideration. City have also signed Jeremy Monga from Leicester, although the 17-year-old may not provide an immediate replacement.
The uncertainty explains why the transfer went quiet after early progress. Tottenham had completed much of their work, but City were not ready to approve the sale.

Social media activity has added to the expectation surrounding the move. Savinho interacted with posts from Pedro Porro and Mateus Fernandes, while Xavi Simons responded to a supporter asking whether his former PSV teammate would join Tottenham.
Those interactions offer no proof of a transfer. They do, however, reflect Savinho’s existing relationships within De Zerbi’s squad.
Spurs should wait for official confirmation
Tottenham now appear closer to completing the deal than at any previous stage. The player reportedly wants the move, personal terms are in place and the two clubs have discussed a fee throughout the summer.
The latest £65m claim provides further encouragement, but supporters should treat declarations of a completed transfer carefully. No reliable report has yet confirmed a signed agreement, completed medical or official exchange of documents.
Read Tottenham’s latest update reported that Savinho could travel for a medical next week. That step would provide the clearest indication that City have finally approved his departure.
For now, Tottenham remain in a strong position. They have convinced their priority target and appear prepared to meet City’s valuation.
The final decision still belongs to Manchester City. Once they sanction the sale, Spurs should be ready to move quickly.
